Each user will have at most one image, which will probably be resized as a thumbnail by resizing.

I was wondering where would be the best place to store those images on the server or I could get some sort of outside host?

Besides, what is some good image hosting website?

It depends on how often it will load. At some time at some time, your own server should be exactly the same as on S3 or some service.
