Layouts directory in SharePoint 2007 -

I am MOSS 2007. I have not found any _layouts directories.

Do I have to make it or some configuration?

I need this because I want to add a javascript (.js) file according to this link:

This is the layout folder in the C: \ Program Files in _LAYouts folder \ Common Files \ Microsoft Shared \ Web Server Extensions \ 12 \ TEMPLATE folder.
