Is it too early for .net 4 beta 2 migration -

This depends on the actual audience for your app - and your timecale.

I do not think you should have your software under 4.0b2, but it seems appropriate to go through verification of porting and make it valid for it to continue. For example, if you want to add some nat 4-specific features, then it's OK to develop them now.
